Does changing URLs/permalinks affect my site's PR and rankings?

If the content will remain the same, the change in URLs/permalinks will not affect your PR and SERPs rankings as long as you do 301 redirects from the old to the new URLs. 301 redirects direct all traffic and links arriving at your old pages to your new pages as well as tell search engines that your pages have moved, thus preserving their PR and rankings.
